radioinfo’s year that was: 2004

The Australian radio industry has had another big year. So have we. You can find a list of all the stories covered by radioinfo this year at the bottom of this page. So, where has the radio industry been in 2004 and what’s in store for 2005? Read on.

Digital radio trials continued apace in 2004, with the thorn in the side of the commercial radio industry being little off band commercial player, WorldAudio, and bigger transmission player, Broadcast Australia. Commercial Radio Australia championed displays of receiver technology in retail stores and lobbied for the reservation of spectrum for digital radio use around the country.

The underestimated community sector received a boost by heartening survey figures that indicated many more people than thought listened to community radio. McNair Ingenuity revealed that more than 2.5 million rural and regional Australians – 46% of people aged over 15 — listen to community radio.

Community youth stations such as FBi, Syn, Fresh and Edge Radio created a new management and income paradigm for the community radio sector, driving older stations to review their programming and funding arrangements as the younger stations diverted audience and revenue away from them.

Narrowcaster radio broadcasters recast themselves this year, breaking away from umbrella body, ASTRA, and forming their own association to represent their specific interests, as ASTRA became dominated by the interests of the subscription tv sector.

The ABA had a big year, losing accident prone Chairman, Professor Flint, and taking a lower profile as it prepared to wind down and merge with the ACA. The biggest radio industry challenge facing those merged bodies after amalgamation will be planning for digital radio. As a parting gift to the community broadcasting sector, the ABA sent several messages – stamping down on Groove FM in Perth for bad management practices and beginning a new regime of community sector licencing by initiating ABA Form 66 renewals.

The ABC also took a lower profile this year under the leadership of CEO, Russell Balding – an accountant who has proven his ability to take the ABC out of the headlines, despite a brief flurry of media attention around the election when he decided to monitor coverage using an outside agency.

When the Government was appointing the new ABC chief, the Cabvarchar(15) room cry was “anyone but the accountant”, but the accountant was just the one to take the organisation off the front pages and put the emphasis back on its core business – broadcasting. While the accountant’s approach did not gain the ABC more base funding in its triennial funding round, it did gain special specific money for the expansion of the NewsRadio network and some other initiatives. The ABC also increased its presence in on line radio by beginning a second DIG service this year.

Triple J continued its struggle to stay relevant to capital city listeners, as the Nova network and community youth stations gained ground, but the ABC’s youth network is still considered to be the life blood of youth culture in regional areas. Aussie Band, Jet, topped triple J’s hottest 100 earlier in the year and the network unearthed many new bands around the country in 2004

ABC Radio opened up the first new Local Radio stations in many years on the NSW Central Coast and in regional Victoria thanks to an earlier special funding grant.

Classic FM dumped Clive Robertson from breakfast in December and replaced him with Novocastrian ABC Broadcaster, Paul Bevan.

Off band section 40 commercial broadcaster, WorldAudio, continues a legal dispute with dissident shareholder, Graham Logan, but also got good news that the completion of its commercial off band network was approved by the ACA. The network is heard via Foxtel and, while its business plan is based on selling airtime on one national radio network, it is hoping for equal footing on the digital platform in the long term to add value to its business model. Gerry Harvey took a punt on that business plan by investing a million dollars in WorldAudio shares during the year.

Other, less high profile off band companies such as Sid Merhi’s Country Music and Arabic networks continued lower profile success, also expanding and generating good revenue during the year. After fires at transmitter sites and battles to get local council planning approval for new towers, the company’s expansion continued successfully in 2004.

Commercial radio saw a brief reappearance of the menacing shadow of cash for comment when Adelaide talk presenter, Leon Byner, was caught double dipping after accepting payments for media training without declaring them to his employer, 5AA.

DMG completed its Nova network and gained two second capital city licences in Sydney and Melbourne. Nova had a big effect across the country, especially on the arch rival Austereo network.

Austereo countered the Nova effect with a rebranding strategy for Triple M, which saw DMG and Austereo locked in a court dispute over the trademark phrase, ‘Sounds Different’ but, in the end, the court found the two networks’ usage of the ‘different’ terminology was different enough so both could use variations on it.

Southern Cross Broadcasting continued to grow as a successful cross media group, developing a business model, which might be used by other companies in the future, if media ownership rules are changed in the second half of 2005. Southern Cross bought film production house, Southern Star, during the year, now owning a combination of key Australian film, tv and radio assets.

Reg Grundy sold his RG Capital Radio Network to Macquarie Bank’s broadcast investments fund which, soon after, also acquired DMG’s regional radio stations, making it the largest regional broadcaster in the country. As a parting gift to RG Cap executives, Reg Grundy bought each of them a $5000 genuine top of the range Tag Heur watch, which they all wear with pride.

Sport radio station, SEN, began a new programming and business model this year, renting frequencies from broadcast licence holders and is expanding to Adelaide.

After a rocky ride in 2003, ARN began improving the ratings position of its Mix stations in 2004, culminating in a rebranding of the network and improved share during the year.

ACE Radio Networklost one of its owners, the low profile, highly respected Helen Handbury, sister of Rupert Murdoch.

Gary O’Callaghan was dumped from 2UE weekends at the beginning of 2004, but finished the year by receiving commercial radio’s highest honour, being inducted to the radio hall of fame at the ACRA awards in October.

Also at 2UE, one of the people at the centre of the cash for comment scandal, Bob Miller, was appointed General Manager.

Rural Press and West Australian Newspapers both said they would like to expand if new media laws allowed. Janet Cameron’s Grant Broadcasters acquired new stations in Hobart, and Bill Caralis spent money on the return of a country music program to his Tamworth station and has plans to spend more money upgrading his regional network in 2005.

After all its launch hype in 2003, Hot Tomato’s private survey earlier in the year was a little cooler than expected, but all three Gold Coast stations are planning a full survey in 2005, with both Macquarie Regional Radio Works and Hot Tomato confident of good results.

Radio revenue grew during the year after a successful campaign run by CRA to promote the effectiveness of radio advertising.

In the Aboriginal radio sector, the demise of ATSIC and the move towards a national indigenous broadcasting service will require a rethink for many stations about funding and audience focus. One such station rethinking its approach is Perth’s Country FM 100.9, which has seen opposition to its format changes from local indigenous groups.

This year, controversial blue eyed Senator Richard Alston, the scourge of the ABC complaints’ unit, retired as Communications Minister, to be replaced by the very very, very low key Darryl Williams and, later, by Senator Helen Coonan, who will lead the communications industry into 2005.

Looking ahead to 2005 what’s in store for radio? Here’s what we think:

Changes to Australia’s media laws are certain in 2005, but they will not necessarily come just through legislation. They will happen by a combination of legislation, as the Government gains control of the Senate after July, the new regulator’s approach to licences and digital radio planning, and the march of technological progress – particularly broadband wireless internet.

The Government’s foreshadowed changes to media legislation will free up cross media and foreign ownership restrictions and allow new players to form and reform, as they explore new business dynamics. The surge of the Australian dollar will make Australian radio less attractive to Americans but more attractive to Europeans.

The radio industry has never had any foreign ownership restrictions, so is already a player in the world market – ARN and DMG are both owned by non-Australian companies. While the rest of the media landscape is worrying about a Rupert Murdoch takeover and the domination of regional areas by one super media company, radio has already faced both these questions and become stronger for it.

Radio companies may well be takeover targets, or they might take over other media themselves. The radio industry got its house in order some years ago and all the nation’s commercial radio companies are well run and sound. Radio learnt a painful lesson about overstretching borrowings to fund acquisitions in the 1980s and 1990s – a lesson that will be important for other sectors to remember before any takeover feeding frenzy is contemplated as a result of new legislation.

Radio stations, which reach out to their audiences through their websites, will find themselves in a strong position to sell music downloads in 2005, since the softening of record company opposition to legal music downloading. Radio stations already have strong relationships with record companies and those stations, which exploit that relationship to offer downloads, will build closer links with their audiences and create new revenue streams.

Digital Radios will move to the next level in 2005 by incorporating larger screens that can display better graphics. While this push will be led from the UK, Australia will find itself in a good position to exploit improved receiver technology, if the Government finalises digital radio in 2005.

Perhaps 2005 will also be the year in which the first digital radio chip is put into a mobile phone so that phone users can listen to digital radio via their phone. Most mobile phones are already equipped with FM receiver chips, so digital should be only a step away if radio and phone manufacturers work together. Getting radio into phones and mobile pocket computers should become a holy grail of the radio industry for the next few years.

Overseas this year, the Hutton Enquiry in Britain showed how the media can get itself into trouble by embellishing stories. A top whistleblower scientist David Kelly died, the normally trustworthy BBC was found wanting in the journalistic credibility department, and key people in the game, including the PM’s media advisor and the Director General of the BBC lost their jobs thanks to Andrew Gilligan’s ‘sexed up’ report.

In America, Howard Stern joined satellite radio for a price much more than he could ever return to them, because the satellite broadcasters see Stern and other high profile broadcasters as a way of bringing consumers to satellite radio services for the long term benefit of their industry.

Rupert Murdoch moved his headquarters from Adelaide to the USA, taking News Limited off the books of the Australian stock exchange. Murdoch’s Fox Radio News Service secured outlets in many Clear Channels stations giving it leverage to grow its radio news division and positioning it to have a service to offer to the Australian radio industry, if it ever decided to look seriously at radio in this country.

In Audience measurement, people meters continue to gain ground around the world, as radio moves to show it is committed to increased accountability from new technologies. People meters will allow radio to move away from diary recall methodology to more instant actual listening methodology. Also in research, the hidden success story is the growth of on line music research, with Auditorium Music Tests giving way to on line listener panels and music testing sites.

Some strange things also happened in radio around the world this year:

In Kuala Lumpur, two announcers from Radio 4 announced they would stand 984 feet high on the dangerous edge of a radio tower to promote world peace.

In Roxboro, North Carolina, Rodney Cates was killed by his truck radio. His truck went off the road, hit a driveway, went airborne, and the radio popped out of the dashboard, hit him in the head and killed him.

A Romanian DJ, Alin Farcus, seized control of his own radio station and threatened to jump from a balcony if he wasn’t given the back pay due him. He was eventually paid the $425 he was owed.
