ABA conference – sector priorities for 2003

In an afternoon session of the ABA conference, representatives of each sector were asked to outline what they thought the issues should be in relation to their media industry sectors.

Some of their issues included:

Julie Flynn, CEO Commercial TV Australia

* Digital Television roll out. It has been successful so far and more progress is expected.

* Anti-siphoning legislation. CTVA is opposed to the introduction of a dual rights regime.

Deb Richards, CEO of Subscription TV and radio broadcasters organisation ASTRA

* Piracy.

* Anti-siphoning legislation. ASTRA holds the opposite view to CTVA and would like a dual rights regime for many of the currently listed sports.

* R rated material.

* ASTRA will be monitoring the progress of digital TV and Radio.

* Astra thinks there should NOT be further focus on narrowcast radio regulation because there has been a high degree of focus on this area recently and most issues have now been decided upon.

* Copyright.

* Codes and Standards. CRA is hoping to move back towards all voluntary codes when the current review process ends.

* New Metro licences. There will be more auctions in 2004/05.

* Digital Radio Trials. Willoughby Council is currently holding up the next testing phase.

* AM issues and planning approvals.

* Branding.

* Executive training.

Barry Melville, CEO of the Community Broadcasting Association of Australia

* Licencing.

* The revised codes of practice. These focus on conflict resolution and management issues within stations.

* Permanent licencing for Community TV and the bidding process for licences in metro centres.
